PVC cement should be used for final assembly but pieces can be tacked together with super glue. Clear silicone can be used to attach components and to seal joints.
The four end holes are optional. You can use the template from the plans or you can simply layout the spacing yourself being careful to leave enough clearence for the end LEDs on the inside of the panel.
For the top panel it may be easier to first make the two cut outs at the center of a larger piece then cut the top panel out. You can cut additional spacer pieces and use to reinforce the panel joints.
The circuit under drives the 3.2v white LEDs with 2.4 volts. The LEDs, arranged in parallel consume about 1mA each. The schotkey diode prevents the batteries from discharging through the solar panel. The switch is a single pull double throw toggle.
